It=92s=20 Time To End Hamilton=92s Curse

For = more than a=20 century now, Americans have lived in what pundit George Will = once=20 called "Hamilton=92s Nation." Will was referring to the fact = that=20 government policy has long been primarily guided by the Big=20 Government, interventionist political philosophy of = Alexander=20 Hamilton. Liberal writer Michael Lind edited an entire book = of=20 essays celebrating this fact entitled Hamilton=92s=20 Republic. About every other month or so, = neoconservative=20 pundit David Brooks authors another New York Times or = Wall=20 Street Journal op-ed urging a "revival" of the = Hamiltonian=20 political agenda, as though it needs reviving.

To = repudiate=20 Hamilton=92s political legacy is, according to Hamilton = biographer Ron=20 Chernow, "to repudiate the modern world" itself. Brooks and = William=20 Kristol began their crusade for "national greatness = conservatism"=20 with a September 15, 1997 Wall Street Journal article = that=20 urged Americans to "reinvigorate the nationalism of = Alexander=20 Hamilton, Henry Clay and Teddy Roosevelt."

In = his book,=20 Alexander=20 Hamilton and the Persistence of Myth, historian = Stephen F.=20 Knott informs us that Hamilton should be given ALL the = credit for=20 "the America that explored the outer reaches of space, = welcomed=20 millions of immigrants, led the effort to defeat communism, = produced=20 countless technological advances, and abolished slavery and = Jim Crow=20 . . ." When Time magazine asked him who his heroes = were=20 shortly after the Republican takeover of Congress in 1994, = House=20 Speaker Newt Gingrich named Hamilton first (followed by John = Wayne,=20 Kemal Ataturk, and Father Flanagan).

What most=20 Americans probably know about Hamilton is that he was a = founding=20 father, one of the authors of The Federalist Papers, = and that=20 his picture is on the ten-dollar bill. But he was much more = than=20 that, as the above-mentioned writers surely know. As Jeff = Taylor=20 remarked in Where=20 Did the Party Go? William Jennings Bryan, Hubert Humphrey, = and the=20 Jeffersonian Legacy, "Hamilton, under the influence = of the=20 two political theorists most distasteful to Jefferson, = Hobbes and=20 Hume, was frankly the champion of the leviathan state." This = is why=20 in my forthcoming book, Hamilton=92s Curse, I discard = Ron=20 Chernow=92s advice about "repudiating the modern world" and = explain=20 why Hamilton=92s political and economic legacy must = be=20 repudiated if America is to ever again be known as the land = of the=20 free.

Hamilton=92s=20 Curse

Hamilton=20 worshipped government power for its own sake, and sought a=20 government that would seek "imperial glory" (his words). He=20 disrespected people like Jefferson who believed the primary = purpose=20 of government should be the protection of natural rights to = life,=20 liberty and property. He frequently complained of "an = excessive=20 concern for liberty in public men" and called for a = government of=20 "more energy." As Clinton Rossiter wrote in Alexander=20 Hamilton and the Constitution, "Hamilton . . . had = perhaps=20 the highest respect for government of any important American = political thinker who ever lived." His "overriding purpose" = was "to=20 build the foundations of a new empire" that could "reach out = forcefully and benevolently to every person." (Forcefully, = yes; but=20 government is never "benevolent.")

Hamilton was=20 the founder of the American nationalist tradition. As Clyde = Wilson=20 has pointed out, there is a sharp difference between = nationalism and=20 patriotism. Patriotism is "the wholesome love of one=92s = land and=20 people," says Professor Wilson. Nationalism, on the other = hand, is=20 an "unhealthy love of one=92s government, accompanied by the = aggressive desire to put down others =96 which becomes in = deracinated=20 modern men a substitute for religious faith." Patriotism is=20 necessary for people who wish to preserve their freedom; = nationalism=20 is not. In fact, it is always a great enemy of freedom. = There is=20 little wonder why so many contemporary statists, from = "liberal"=20 historians to the neocon establishment, idolize Alexander=20 Hamilton.

And = what does=20 "Hamilton=92s Republic" look like, from a government policy=20 perspective? It is one that is run by a dictatorial chief = executive=20 with king-like powers, for one thing. At the Constitutional=20 convention Hamilton presented his real agenda: a "permanent" = president who would appoint all the governors, and who would = have=20 veto power over all state legislation. "A king!" is what his = Jeffersonian detractors accused him of asking for, and they = were=20 right. He failed at the convention, but few could deny that = modern=20 American presidents are every bit as king-like as Hamilton = wanted=20 them to be =96 and more. How else could one describe a = president who=20 can bomb any country in the world at will, and without the = least bit=20 of congressional approval?

Hamilton lied=20 through his teeth in The=20 Federalist Papers when he spoke favorably about = states=92=20 rights and federalism, for his proposal for a "permanent = president"=20 would have all but destroyed any semblance of true = federalism or=20 "divided sovereignty," as James Madison labeled it. That = destruction=20 was essentially accomplished in 1865, after which the states = became=20 mere appendages of the central government. The final nails = in the=20 Jeffersonian, states=92 rights coffin were pounded into = place in 1913,=20 with the advent of the Federal Reserve, the income tax, and = the=20 Seventeenth Amendment providing for the direct election of = U.S.=20 senators. In Hamilton=92s Curse I call this the = "Hamiltonian=20 Revolution of 1913."

Hamilton was a=20 frenetic tax increaser as the nation=92s first Treasury = Secretary. He=20 championed a standing army as well, not so much to defend = against=20 foreign invaders as to intimidate Americans into paying all = those=20 burdensome taxes he had in mind for them. He proved this = when he=20 accompanied George Washington and 10,000 conscripts into = Western=20 Pennsylvania during the Whiskey Rebellion, a tax revolt over = Hamilton=92s federal whiskey tax by Pennsylvania farmers. = Hamilton=20 wanted to hang the two dozen or so tax protesters that were = rounded=20 up, but George Washington pardoned them all, infuriating the = nation=92s first Tax Collector-in-Chief.

The = relentless=20 crusades for the imposition of heavier and heavier taxes on=20 everything and anything by all levels of government that = curse=20 America today are part and parcel of the Hamiltonian = tradition.=20 Hamilton never supported the idea of income taxation per se, = but the=20 centralization of political and economic power in = Washington, D.C.=20 that the federal income tax accomplished in 1913 can be = considered=20 to be the very pinnacle of Hamiltonianism.

Hamilton was an=20 advocate of military adventurism in pursuit of what he = called=20 "imperial glory." Jefferson, Madison, and other founders = thought=20 this was the surest route to destroy American liberty, and = they were=20 right. Today, Hamilton=92s agenda of the pursuit of = "imperial glory"=20 is called "national greatness conservatism."

It = was Hamilton=20 who fathered the idea of a central bank run by politicians = in the=20 nation=92s capitol. As such he is America=92s founding = father of central=20 banking and all the economic miseries it has created, from = the Great=20 Depression to stagflation to the bursting of the latest = housing=20 price bubble.

With regard to=20 economic policy, Hamilton was a British-style mercantilist = who=20 wanted to use the coercive powers of the state to subsidize = selected=20 businesses, who would in turn support the state and its = growth. He=20 was the founding father of "crony capitalism." Americans had = just=20 fought a revolution against such a system, and Hamilton = wanted to=20 turn around and adopt that very system in America. His = political=20 heirs finally succeeded during the Lincoln administration, = and have=20 been building on that "success" ever since.

Hamilton was=20 also a protectionist who believed in some of the most = bizarre=20 theories used to justify government interference with free = trade,=20 such as his complete discounting of any value at all being = attached=20 to transportation costs. (His political disciple Lincoln = would later=20 repeat these hoary superstitions.)

Hamilton=20 championed the creation of a large national debt for the = sake of=20 having a large national debt. The reason he gave for this = was that=20 the owners of the debt would be the more affluent people of = the=20 country, who would then be tied to the government and always = be=20 supportive of it, just as welfare recipients are today. They = would=20 be sure to support future tax increases, he reasoned, to = ensure that=20 they would not be shortchanged on their principal and = interest. "A=20 national debt, if it is not excessive, will be to us a = public=20 blessing," he said.

Thanks a lot,=20 Al. Today=92s national debt exceeds $9 trillion, and that = figure does=20 not count the additional tens of trillions of dollars in = unfunded=20 Social Security, Medicare and Medicaid, and government = pension=20 liabilities. Every baby born is already thousands of dollars = in=20 debt.

A = man as=20 politically astute as Hamilton was most certainly had to be = aware=20 that the nature of politics would guarantee that a = national=20 debt would quickly become "excessive." (And it did.) He = spent his=20 entire adult life lobbying for "excessive" government and = demeaning=20 and scheming against those, like Jefferson, who opposed it.=20 (Jefferson, in contrast, once said: "I consider the fortunes = of our=20 republic as depending, in an eminent degree, on the = extinguishment=20 of the public debt").

Hamilton was=20 also the founding father of constitutional subversion. In = contrast=20 to Jefferson=92s strict constructionist views, which sought = to use the=20 Constitution as a limitation on governmental powers, = Hamilton=20 thought of the Constitution as a document that could be=20 "reinterpreted" by clever lawyers like himself and his = political=20 compatriot, Chief Justice John Marshall, to provide a = "rubber stamp"=20 on almost any governmental activity. He was the inventor of = the=20 subversive notion of "implied" powers of the Constitution. = As=20 Rossiter explained (approvingly): "It seems certain that = Hamilton=20 would have affixed a certain certificate of = constitutionality to=20 every last tax . . . . Hamilton took a large view of the = power to=20 tax because he took a large view of the power to spend." =

Having failed=20 to create a "national" government at the Constitutional = convention,=20 Hamilton and his colleagues set out to pervert the document = and=20 "remold the Constitution into an instrument of national = supremacy,"=20 wrote Rossiter. Hamiltonian judicial activists have = succeeded beyond=20 anything Hamilton could have imagined.

Hamilton did=20 not lobby for the notorious Sedition Act that was enacted by = his own=20 Federalist Party (and which essentially made it illegal to = criticize=20 the government), but he did support it once it became law. = Thus, he=20 can also be considered to be one of the founding fathers of=20 governmental assaults on free speech.

Hamilton=92s=20 Republic is a republic of excessive public debt; = inflationary=20 finance fueled by a central bank that is the cause of = perpetual=20 boom-and-bust cycles; a dictatorial executive branch aided = and=20 abetted by "black-robed deities" who have "reinterpreted" = the=20 Constitution so much that the founders would not even = recognize what=20 is called "constitutional law"; a tax burden that is even = more=20 excessive than that borne by medieval serfs; a standing army = that is=20 misused at the expense of genuine defense of America; an = arrogant,=20 imperialistic, and monopolistic government in Washington = that rarely=20 pays any attention at all to the citizens of the = once-sovereign=20 states; government policy that routinely benefits big,=20 politically-connected businesses and wealthy individuals at = the=20 expense of the rest of society (neo-mercantilism); and=20 protectionism.

Every one of these policies has been a = curse on=20 America. That is why every one of them, from central banking = to=20 public debt to judicial activism, was vigorously opposed by=20 Hamilton=92s nemesis, Thomas Jefferson, and his = political=20 heirs, until they were finally snuffed out for good by the = Lincoln=20 regime and the near total monopoly of power that the = Republican=20 Party enjoyed for the ensuing six decades.

The next time you hear = Congressman=20 Ron Paul, Republican candidate for president, calling for = the=20 abolition of the Fed and the income tax; a defense policy = that=20 defends America; drastic reductions in executive power; free = trade=20 and free markets; and a return to Constitutional principles, = including the principle of states=92 rights, you are being = given a=20 chance to finally put an end to Hamilton=92s curse. Ron Paul = is=20 our Jefferson. Every other presidential candidate, = Democrat=20 and Republican, is a Big Government Hamiltonian, through and = through.
